This PR updates the package validation baseline version from 9.6.0 to 9.7.0 following the recent 9.7.0 release of packages in this repository.

Changes Made

  1. Removed ApiCompatBaselineVersion property from eng/Versions.props

    • This property was only used to set PackageValidationBaselineVersion and served no other purpose
  2. Updated PackageValidationBaselineVersion in eng/MSBuild/Packaging.targets

    • Changed from $(ApiCompatBaselineVersion) to directly use 9.7.0
    • This ensures package validation will baseline against the 9.7.0 release to prevent API breaking changes

Impact

This change ensures that:

  • Package validation will now use 9.7.0 as the baseline for compatibility checks
  • No API breaking changes can be introduced relative to the 9.7.0 release
  • The unused ApiCompatBaselineVersion property is removed, simplifying the build configuration

Fixes #6649.
