[UI] Add "Edit cluster" button to cluster table rows

Button Enabled if both:

• cluster has annotation from https://github.com/weaveworks/weave-gitops-enterprise/pull/1377/files
• cluster is capi cluster (like for the delete button)
• otherwise disabled with tooltip explaining why

On click edit button:

• Nav to template form with template_name and all values filled in from the annotation

Looks good! It's taking us to the Cluster Create page with the current cluster data already filled in
