[UI] CAPI cluster PR cannot be created without specifying default Application #1352
Description
It is not possible to create capi cluster PR without specifying Application/Kustomization in UI. The Add Application feature should not be mandatory similar to profiles.
The capi template is rendered with Add application block as a default, which is causing this failure.
