Core: Update all Vitest packages to v3.2.4

What I did

Bump all vitest and @vitest/* packages to ^3.2.4 which is the latest stable version. I did this in an attempt to fix test cancellation on subsequent runs, which I had hoped would be fixed in v3.2.0 with vitest-dev/vitest#7878. Unfortunately it didn't help but its good to stay current nonetheless. I've opened an issue with Vitest to address the cancellation problem.
