ScreenStackHeaderConfig masks the top of Header area

Description

The header config blocks gestures close to the top of the screen. This issue was supposed to be fixed with #2781, but I am still facing the issue with the old architecture.
In case I try following this comment (adding top: '-100%'), it does get resolved.

I confirm the issue, I've reproduced it yesterday & the fix is WIP

Let it be noted that it is reproducible only in non edge to edge mode. Otherwise the dummy header config view ends up underneath statusbar & we re good.
