Add Basic Cleanup

Builds upon the implementation of Issue 417

Added Changes

• Down all deployed challenge containers
• Load leaderboard and graph cache and save locally
• Backup database and terminate connections
• Stop API scheduler
• Clear Worker Queue
• Clear Remote Manager server queue

@kunrex , can you please add the changes for this devoid of your previous issue commits? It is quite difficult to understand exactly what to review. If there is some coupling between the 2 issues, please make your other issue branch as base for merging.

the branch for this issue branches of from kunrex/minor/417 so thats why it also shows the changes of that branch, i did this to avoid any conflicts and i rebase every time i make changes on kunrex/minor/417
