docs: fix blog layout and component headers

What I did

1. Fixed blog layout
2. Fixed regression in component headers style due to changes with addition of renderTitleInOverview feat(tools): add renderTitleInOverview option to cem 11ty plugin #2444
3. Added a .pfe.config.json to include the new renderTitleInOverview: false setting.

Closes #2451
