This is because heading IDs were missing from:

• [ro] feature /content/docs/what-is-opentelemetry.md #7894

As a separate concern, I'll investigate why this wasn't reported. I suspect that links are checks across shards, but hashes might not be :(. No it was just that the exit status wasn't be propagated. See, #7942.
