feature(localization): Bengali Localization for Kubeflow Docs

What would you like to be added
I’d like to start the localization of the Kubeflow documentation in Bengali. The repository was already restructured in 2020 to support multiple languages (#1127), but it seems no localization efforts have been initiated yet.

Why is this needed
Localization in Bengali would make Kubeflow accessible to millions of Bengali-speaking developers and researchers, enabling wider adoption and understanding of the platform.

This would involve creating new Bengali versions of the existing documentation pages.

Could you provide guidance on how to get started with this effort? I’m happy to contribute to the Bengali localization work.
