Refactoring changes to create a test runner option from passed flags, correct indentation and add package level comment for test

The following changes are included:

1. Add a public method which uses the passed flags and optional testRunnerOptions and testCompilerOptions to return a TestRunnerOption.
2. Refactor policy/testdata/* test files to correct the indentation and adds a package level comment under test/suite.go
