Remaining 7702 Tests for Devnet-3

Addressing the following spec changes:
ethereum/EIPs#8677
ethereum/EIPs#8679
ethereum/EIPs#8686

The spec changes have been addressed in #733, however there are some outstanding test cases that need to be implemented:

Remaining Test Cases

• Type-4 Transaction with empty to (contract creating)
• Malformed authorization list RLP
• Call precompile (or other system contracts) from delegated account (see https://discord.com/channels/595666850260713488/753271902520213625/1281655326919229440)
• Type-4 transactions rejected before Prague -> feat(tests): test that 7702 set code txs are rejected pre-prague #1463
• OOG when charging access to delegate account (see https://discord.com/channels/595666850260713488/753271902520213625/1281658038310273035)
