[CI] Zulip report for Extra CI jobs incorrecly shows report-extra-cpp / report-ci as failed

The current Zulip notification is not skipping the report-extra-cpp / report-ci on the notification and it shows as failed:

This was supposed to be ignored with:

• GH-47582: [CI][Packaging] Move linux-packaging tasks to apache/arrow repository #47600
