Add support for the NATL North Atlantic VR grid for CAM

We need to add support for the ne0np4.NATL.ne30x8 grid in ctsm5.4 for CAM.

Definition of done:

• Update to the ccs_config tag that defines the grid: ccs_config_cesm1.0.48
• Add support in mksurfdata_esmf in the Makefile for building all grids
• Create the datasets, rimport them, and add to XML as other ctsm5.4 datasets
• Add to the ctsm_sci testlist
• Create a ctsm5.3 version of the datasets? No.

We only need NATL grid support in the CESM3.0 release, not earlier. If ctsm5.4 is what we are running in the CESM3.0 release anyhow (e.g., the workhorse configuration uses ctsm5.4), I don't think we need to have ctsm5.3 support for this grid.
