This PR removes Nx Cloud integration from the project by disabling cloud connectivity and removing cloud access tokens from CI workflows.
- Replaces the Nx Cloud ID configuration with a directive to never connect to the cloud
- Removes Nx Cloud access token environment variables from GitHub Actions workflows
