Publishes the status-codes branch used by #756 and #762 to main.

* Replace the table layout with sections
* Add more recommendations on when to use and document
* Link to RFCs
* Replace "doc-may" with "doc-shouldnot"
* Add "make watch" docs
* Replace emojis with monochrome icons
* Add better docs for JS snippets
* Bonus: fix GitHub capitalization, it was bothering me the whole time
This applies to internal references and anchors
Reformat status codes into sections
* Revise the body text of existing codes
* Add and clarify missing and new codes
* Add no-redirection as rule 250
* Gray-out "do-not-use" to make it even more obvious
Apply working draft content to status codes
