Unify draining parameters #414

Follow-up of #407 (comment)
Expected Behavior
All properties related to draining configuration should be grouped together.
Actual Behavior
We have skipDraining and draining as top-level properties.
Required Steps
- Create a new CRD version that unifies the two and deprecates the old property.
- At some point fail applying the CRD if the resource version is old
