This is a great PR, wich I'd like to merge. I've made these changes so far: - removed docker-related stuff - we are not building a container here - updated the workflows to match the actual workflows in oxidized - fixed a rubocop warning - reverted the version change to 0.13.1 because we are not releasing yet

As I can't update #237 , I move to a new PR including the changes from @aschaber1
