Short Description

Trying to use telepathy often results in you breaking a certain limit and your message being cut off.

Reproduction

1. Inject a telepathy mutator.
2. try using telepathy to speak to another person. (try long messages)
3. "Your previous action was ignored because you've done too many in a second."
4. "Your previous action was ignored because you've done too many in a minute. Administrators have been informed."
5. Most of the times see that your message was not sent in full, being cut off at a certain point.
