Spy-like foreign capital visibility without spies #13934

Describe the bug
Sometimes I'm able to see foreign capitals unintentionally. I can't reliably reproduce, but here the evidence gathered thus far:
- it's rare, only about 1% of turns it occurs
- it appears to only occur on Mobile
- it appears to only occur when switching between apps
- it appears to only occur when having the palm of my hand at the bottom (right side) of the screen (suggests I might be pressing something by accident, but I tried every button and no reproduction)
- discovering the city, or even meeting the civ, is not necessary
- The Moscow screenshot shows the construction queue. This was one of the earliest documented cases. The disappearence of the construction queue in later screenshots shows it has been limited somewhat with recent changes to visibility.
