Feature request: Make Puppet cities more visually different than own cities, including borders #13791

Problem Description
During war I often puppet cities, often I leave them as puppet cities, roleplaying super power with several "vassal" states
On a glance it's hard to see the difference between puppet cities and your own cities, just the small X under the name,

Desired Solution
I'd love if the visual difference was stronger, possibly larger symbol, difference in colours, but more than anything i'd love to see a different border for the puppet cities, to see where your city begin an theirs end. A dotted border around the city state for example.
Alternative Approaches
Invert the colours for a puppet state
if your colours are RED/YELLOW, your puppet states cities and borders becomes YELLOW/RED, including border
