Provide option to save new `ViewManager` view as global, from the start

Currently if I wish to save a new view and make it globally available, I need to:

• Save it - will become personal view. I have a (somewhat cryptic) "Share?" switch on the save/save-as screen, but that would only make it a personally-shared view.
• Re-open VM menu and go into Management dialog
• Select my view and click Promote to Global, confirm, save
• Switch on "pin by default" - something I might very often want, or at least not want to forget about, then click the inline save prompt.

When allowed to manage global views, I would prefer to have an option to save as a global view and set the default pinning flag directly from save/save-as dialog, in one shot.

While looking at this, it would be good for the existing "promote to global" confirm to prompt me about pin-by-default - for cases where I am still going to promote an already-existing view.
