This PR adds Windows support for the NodeJS/NPM wolfCrypt module.

setup_env.batandsetup_env.ps1.Minor modifications were needed to the
IDE/Winuser_settings.h so a new referenceuser_settings.hfile can be found in the new./libdirectory.
