This PR allows to configure the cassandra-migrations helm chart to talk to different cassandra clusters. It also allows setting a replicationMap, rather than a replicationFactor.
Going forward, people should specify a replicationFactor, rather than a
replicaCount(which was interpreted as replicationFactor), but to not break existing deployments if replicationFactor is not supplied, replicaCount is read instead.Relates to https://github.com/zinfra/cailleach/pull/828
