You have a Yubikey NEO that you need to hard reset so that you can reuse the hardware. You likely do not have the current management PIN.
Try locking up the PIV applet prior to trying a reset.
- Install version 0.1.2 or newer of the yubico-piv-tool
- Ensure the device is locked up by deliberately failing the PIN checks:
yubico-piv-tool -a verify-pin -P 9876
yubico-piv-tool -a verify-pin -P 9876

- Reset the device with
yubico-piv-tool -a reset
- Follow the instructions to reset your ykneo-openpgp applet
