[UI] Add edit/update button to gitops cluster object so that we can re-render the template and the user can update the values

Background

We need to accelerate the re-rendering of templates, its crucial for customers, especially Protocol Labs that have run into big problems with not being capable of re-rendering templates to edit the resources.

@bigkevmcd has build the BE logic to store the used values and parameters of the template as an annotation on the resources created.

Goals

• Provide an edit button on the GitOps cluster object in the GUI to re-render the template with the last used parameters and values
• Render and create a PR with the updated resources by the template

hey Scott! Just got off our weekly sync. Steve and Chris were telling us they were putting pressure on the Weave product team to add an "edit cluster" feature to WGE. I'd lke to raise to you this is a P0 from our perspective and the current process for upgrading clusters by creating a "new" cluster and filling out all the same values in a form is pretty disappointing from the WGE product story (edited)

it's severe enough to make upgrading clusters very error prone and frankly a bit scary
