Failing build and tests in `tutorial.py`

Hello,

Trying out the tutorial.ipynb in Google Colab, but am running into a few issues right off the bat.

When I run the code under "Build and test" I get the following error:

which does not seem to resolve itself even when the latest version of the Waymo API is installed (waymo-open-dataset-tf-2-6-0==1.4.9).

Thanks for helping fix this!
