Struggling to include images

I have images saved in one of my storage Volumes. Can I/How can I utilize these images in my app? I've been trying different methods and nothing works.

I need to use the image Stabby-gif.gif in my footer and I have inline CSS to handle this.

What am I missing? Is it possible to use the images in my Volume storage and what path does the inline CSS expect?
