Window manipulation icons (close, minimize, maximize) do not change in nautilus and ...

Hi,
in Ubuntu 24.04 nautilus and other system applications "minimize,maximize,close" icons do not change.

Terminal, Chrominum browser and other windows are using theme icons

while many other apps still use native icons:

Gnome tweaks also:

Are they supposed to change in these applications too?

Same with me too, but I want to know how to activate the shell, my gnome tweak in the inactive shell part?
