Maybe I'm missing some context, but should this target 24.8, as in 25 there are only Lit based elements? |

We will no longer have Lit versions after merging #9218. Also the plugin for generating Lit tests will be removed. |

--litparam to allow us to enforce Lit versions on dev pages, similarly to the--baseparam.Type of change
