add a sticky option for VMs #20
Description
It should be possible for sysadmins to state that a VM is "sticky", that is, it
should not be killed or re-started by the Orchestrator.
This is needed when debugging problems of Orchestrator/BatchSystem interaction.
The stickyness should be set/reset via the web interface.
