Languages not showing in platform-client dev mode

Describe the bug
When a developer starts platform-client in local dev mode, the language drop down doesn't show the available languages.

Where was the bug observed
Self observation, numerous reports by developers.

To Reproduce
Steps to reproduce the behavior:

1. Set up your platform-client environment
2. Run gulp
3. Open http://localhost:3000
4. Open the languages drop down
5. It's empty 😢

Expected behavior
Available languages should show

Is there a workaround? What is it.
Copy files from app/common/locales to app/locales
