What does this PR do?

This PR fixes tag naming consistency in rate limit routes and updates API documentation sources. It changes the tag from "ratelimit" to "ratelimits" in three rate limit override routes for better consistency. Additionally, it updates the OpenAPI source URLs in the docs configuration to point to the correct endpoints.
