How to create a custom /segmenter/dictionary/xxx.toml?

Hi ICU4X team,

I want to use a custom dictionary for ICU4X word segmentation.
How can I construct my own /segmenter/dictionary/xxx.toml? Are there any tools or scripts to generate it?

These are generated by the gendict tool in ICU4C: https://github.com/unicode-org/icu/tree/main/icu4c/source/tools/gendict
