Description:
This PR updates dependency requirements of RxSwift/RxRelay to 6.x.x (6.9.0, anything below the next major Rx version 7) and makes iOS 15 the minimum OS requirement to be able to use RIBs.
This change paves the way for future updates to add Swift Concurrency and SwiftUI support.
This is technically a breaking change because we update the OS and the Rx dependencies, hence the major library version bump to 1.0.0 from 0.9.1.
