Data change notification hooks?

Many people are asking for data change notification support. SQLite has sqlite3_update_hook() that we should look into supporting.

Based on the discussion here - WiseLibs/better-sqlite3#62 (comment)
it seems like the sqlite3_update_hook only triggers if the change is made by the same connection. If that's the case, another hook that is triggered when the db changes ( no matter which connection ) would be amazing!

Would love to build out sync engines on top of sqlite similar to zero or electric that mostly just support pg on the backend.

I see that both this and WITHOUT ROWID tables are in the 1.0.0 milestone at the moment.

It would be great if the update hook in Turso supported WITHOUT ROWID tables. They are very useful for improving read performance in some scenarios and I am currently using triggers with SQLite where I would rather be using the update hook because I have both kinds of tables.

Having two different functions for the two different types of tables would be fine with me.
