Creates random data that appears to be encoded with Base64 and then encoded with another form of cipher*.

*: Occasionally looks like it, not always though. As someone pointed out, the Base64 seems to be encrypted with a Caesar Shift Cipher, another said there was a pattern with the data, and another has an amazing theory.
