This updates the installation instructions in docs/install.md to work for TensorFlow Quantum version 0.7.4, and also updates the tutorials in docs/tutorials to work in Colab/Jupyter notebooks.

Note: at this time, the tutorial tests fail in CI due to limitations in the testing script used. PR #937 updates the script and should be merged before this PR so that the tests pass for this PR.

Fixes tensorflow#594.

This PR updates the docstring for the fidelity operation to use proper
LaTeX block math formatting, ensuring that the fidelity formula renders
correctly in the generated documentation.
This provides information about how to install TFQ in Colab, and also
how to get Keras 2.

The TensorFlow build process seems to have changed over what is in this
document. Rather than face having to keep the instructions here in sync
with TensorFlow's, let's point people to their instructions directly.
