Last path used for saving parts is not recalled on next save...

After saving a part, rather than the last accessed path being used when saving subsequent SC patches on Windows-11, it rather defaults to C:\Users\User\Documents\Shortcircuit XT\Patches

Ideal behavior would be that the last used path is recalled on the next save, or otherwise enable users to specify their own default directory for saving patches from SC, which would be the preference here, where there is a dedicated drive for any and all sample content.

1. Should this be shared across instances?
2. Should it persist when a plugin is closed/destroyed?

We could also just let user specify a default, but we could also even do both.

IMO: for starters last used path should be stored to user settings file, and nothing more than that. Simpler to implement, and covers the vast majority of usecases.
