Adding Tailwind V4 & Shadcn Registry

This PR enable Tailwind V4 for the main website & for the CLI.
It also provides a registry.json to enable managing Solid UI components through ShadCn CLI

All the changes to the CLI and registry will come with a later PR :)
But with this merge we can finally test the registry in production :)
