Implent availability check for device funcionalities #425
Description
While Assistant starts, the system should try to check if services or devices attached/discovered specifies which funcionalities are available.
Expecially in IoT space, devices (and platform like Home Assistant) expose specific calls to ask and know which capabilities has a specific device. This could help in better interaction/answering while a user asks a specific function for a device, or even wants to discover which are the functionalities available for a specifc device (think about the use of the assistant in hotels/b&b/hospitality and such)
