Upgrade linting, testing and dependencies to match newer version.
Describe the solution you'd like
Merge the latest files from the stactools template for environment, linting and testing (scripts folder).
Describe alternatives you've considered
Do nothing, and be stuck on an older version of stactools.
Only upgrade stactools but not upgrade any of the linting.
Additional context
I've already done this work, by diffing the current stactools-package against the existing repo. Will open a PR.
