The toolbar flashes while opening in Windows Dark Mode

Steps to reproduce

1. Activate Windows Dark mode: Settings -> Personalization -> Colors -> Choose your mode -> "Dark"
2. Open search windows using shortcut (Alt + S on my setup)

Expected Behavior

The toolbar opens in dark mode without flashing or color change.

Actual Behavior

The toolbar briefly flashes from white to dark when opening, whereas Windows Search (Win + S) doesn't.
