Reduce calls made to API server

Changes proposed on the PR:

• all "get" calls now optionally via client side cache.

this change can improve performance when using high number of RF objects.

Below is api server usage with 3 redis failover objects

• there are 3 segments in this graph
  • first one is without caching
  • second one is with caching
  • third one is when redis-operator is not running.
