Add macros for the sound and display panels in wlanguage.h, tooltips in wsnes9x.cpp. Also standardize the tooltips by retrieving text from wlanguage.h.

This commit adds more macros to the wlanguage.h for the sound and display panels, and also standardizes how wsnes9x.cpp invokes CreateToolTip() by retrieving strings from the former file. Admittedly, the code has yet to be tested, but it should work. If accepted, it would be one small step in cleaning up the source code and making the application maximally user-friendly to the end user.
