Compilation on Windows

I've tried to compile revision c3519a4 but when I start the game I am getting the error:

FATAL ERROR: successfully_loaded() - class ground_desc_t-object Outside not found.
*** PLEASE INSTALL PROPER BASE FILE AND CHECK PATH ***
Aborting program execution ...

Can the cause be in the batch file for Windows?

Makeobj version 60.7 for Simutrans 124.1 Nightly and higher
Simutrans version 124.1 Frozen @ version 124.1 (from Steam)

So I've compiled the same revision of the pak under linux with makefile and the pak works (I had some errros during the compilation but at least game starts unlike with pak compiled under windows), so it is indeed because of the batch file.

On the other forum somebody commented on this error message that I am running Simutrans from the wrong directory (although I am doing it correct). Maybe something simple like trailing or starting symbol '/' is missing in paths in bat file?
