As an electrical and computational engineer but a newbie to antennas, I was going through the theory document and found what looks like an error on pages 4-5 in section 1.3 relating to equations 1.26 and 1.27 (emphasis mine):

Substituting (1.20) into (1.17a) we find that $j\omega F-H$ is curl-free, and so can be written as the gradient of the so-called magnetic scalar potential $\Psi[A]$ :

An equation for $\Psi$ is now obtained by employing the identity $\nabla\cdot\mu H=H\nabla\mu+\mu\nabla\cdot H$ in (1.19b) and then eliminating $H$ using (1.21):

After invoking the Lorentz gauge this can be written as
[...] (eq1.27)
Equation (1.27) is the wave equation for the electric scalar potential under the Lorentz gauge in an inhomogeneous medium.

$\Psi$ seems to be the magnetic scalar potential here, not electric.
