Cannot install Signal, issue related to #7017

Using a supported version?

• I have searched open and closed issues for duplicates.
• I am using Signal-Desktop as provided by the Signal team, not a 3rd-party package.

Overall summary

I am on a Windows 11 installtion, but due to scarce SSD Blade volume, my user folder is located on d:\users\user.
Signal is refusing to install.

Steps to reproduce

• Have a Windows 11 installtion with the user folder not located on c:
• Download THe current Signal installer.
• Try to start the installer.
  Installation will fail.

Expected result

Installtion should work irrespective on whre the user folder is located
