Improve Tool Descriptions

Overview

The current descriptions for tools and parameters are very minimal and often do not give the model enough context to properly format requests or parse responses. The goal of this ticket should be to expand all descriptions returned to the client so that the models can make more informed requests to the server.

Purpose

With #60 as an example, the current descriptions are insufficient for the model at times and result in excessive invalid requests.

Example Use Case(s)

Again referencing #60, tool usage should be clear to the model along with what sets of parameters to use for different tool uses.
