S3CSI-2: Add build images workflows and remove AWS's CODEOWNERS file

• Update Release stage to comply with Sclaity infrastructure
• Update Helm chart directory name from aws-mountpoint-s3-csi-driver to scality-mountpoint-s3-csi-driver
• Add Dev image build stage (this will be transformed to E2E workflow later on)
• Remove CODEOWNERS file
