tests: fixed CQFD testing.

A simple cqfd command can now run all tests

Changes proposed in this pull request:

• Changed cqfd Dockerfile to create /cache/vulnscout/ necessary folder
• Fixed tests based on new project architecture (Makefile, tox.ini and mypi located in tests/)

Additional notes

For the moment, there are still 6 tests that can't pass. But need other fixes for that.
